Given the fact that many local governments across the country are vulnerable to ever-tightening budget constraints and declining civic and institutional capacity, there is a strong case for acting on a regional level to meet workforce and economic development goals. Although it is not always easy and may require more time, it is clear that collaboration on the regional level serves as an effective approach for counties to develop a skilled and ready workforce.
